Candelaria Garay is an Associate Professor of Public Policy at the Kennedy School of Government. Her research focuses on social policy, collective action, and party politics in Latin America. She received a Ph.D. and M.A. in Political Science from the University of California, Berkeley, and holds a B.A. in Sociology from the University of Buenos Aires, Argentina. Currently, she is working on a book manuscript that seeks to characterize and explain the recent expansion of and cross-country variation in social policy programs (income transfers, pensions, and health-care services) to populations historically excluded from social protection in Latin America.

More important, it exists to help us understand how these problems have come to be so closely interconnected.
