Louisiana Insurance Crisis: Policymakers and Scholars Seek Solutions at Murphy CLE Conference

The Murphy Institute’s Center for Law and the Economy (CLE) welcomed policymakers, advocates, and leading scholars to campus on October 28, 2025, for a research conference focused on examining the current residential insurance crisis in Louisiana.

Led by CLE Director and Tulane Law Professor Adam Feibelman, the event consisted of two panel discussions which explored the scope of residential homeowners insurance today and reviewed a range of potential policy reforms to address the insurance crisis.

Louisiana Commissioner of Insurance Tim Temple delivered a plenary, offering his perspective on the crisis and outlining proposed regulations aimed at reducing rates for policyholders.

In a keynote address, former Louisiana Governor and current Special Counsel at Fishman Haygood, John Bel Edwards, shared personal stories from Hurricane Ida and Tropical Storm Harvey that he encountered during his time in office.

The event concluded with a consensus among participants and attendees: there is a pressing need to continue the conversation on how policymakers can help mitigate insurance risks and reduce the hardships residents face during recovery. On the heels of the research conference, Insurance Commissioner Temple announced movement toward implementing a rule that sets a discount for Louisiana homeowners from insurers for fortified roofs, giving hope for a change in the local insurance landscape.
